Das "White paper on exchanges of information on convictions and the effect of such convictions in the European Union", COM (2005) 10, vom Jänner 2005 (pdf) zielt unter anderem auf die Schaffung eines "European index of offenders" ab: "This index would consist solely of personal identification data (name, first name, place and date of birth, nationality, etc.) and the Member State in which the individual concerned had been convicted. It would not include details of the offence committed or the sentence passed and would comply with national and European privacy laws".
