Workshop Description

Parliamentary data is a major source of socially relevant content. It is available in ever larger quantities, is multilingual, accompanied by rich metadata, and has the distinguishing characteristic that it spoken language produced in controlled circumstances that has been traditionally transcribed but now increasingly released also in audio and video formats. All those factors in combination require solutions related to its archiving, structuring, synchronization, visualization, querying and analysis. Furthermore, adequate approaches to its exploitation also have to take into account the need of researchers from vastly different Humanities and Social Sciences fields, such as political sciences, sociology, history, and psychology.
An inspiring CLARIN-PLUS cross-disciplinary workshop "Working with parliamentary records" [1] that was held in Sofia, Bulgaria, in Spring 2017, and a comprehensive overview of a multitude of the existing parliamentary resources within the CLARIN infrastructure [2] clearly indicated a need for better harmonization, interoperability and comparability of the resources and tools relevant for the study of parliamentary discussions and decisions, not only in Europe but worldwide.
This workshop aims to bring together researchers interested in compiling, annotating, structuring, linking and visualising parliamentary records that are suitable for research in a wide range of disciplines in the Humanities and Social Sciences. We invite unpublished original work focusing on the collection, analysis and processing of parliamentary records.

Objective

Due to Freedom of Information Acts that are supported by the United Nations and set in place in over 100 countries worldwide, parliamentary debates are being increasingly easy to obtain, and have always been of interest to researchers from a wide range fields in Humanities and Social Sciences both for the potential influence of their content, and the specificities of the formalized, often persuasive and emotional language use in this context. As a consequence, there are many initiatives, on the national and international levels, that aim at compiling and analysing parliamentary data. Recent CLARIN-PLUS survey on parliament data has identified over 20 corpora of parliamentary records, with over half of them being available within the CLARIN infrastructure [3].
Given the maturity, variety, and potential of this type of language data as well as the rich metadata it is complemented with, it is urgent to gather researchers both from the side of those producing parliamentary corpora and making them available, as well as those making use of them for linguistic, historical, political, sociological etc. research in order to share methods and approaches of compiling, annotating and exploring them in order to achieve harmonization of the compiled resources, and to ensure current and future comparability of research on national datasets as well as promote transnational analyses.

Topics include but are not limited to:

• Creation and annotation of parliamentary data in textual and/or spoken format
• Annotation standards and best practices for parliamentary corpora
• Accessibility, querying and visualisation of parliamentary data
• Text analytics, semantic processing and linking of parliamentary data
• Parliamentary corpora and multilinguality
• Studies based on parliamentary corpora

Submission & Publication

We accept submission of long papers (up to 8 pages), short papers (up to 4 pages) and demo papers (up to 4 pages) to be presented as a long or short oral presentation at the workshop. The papers of the workshop will be published in online proceedings.
When submitting a paper from the START page, authors will be asked to provide essential information about resources (in a broad sense, i.e. also technologies, standards, evaluation kits, etc.) that have been used for the work described in the paper or are a new result of your research. Moreover, ELRA encourages all LREC authors to share the described LRs (data, tools, services, etc.) to enable their reuse and replicability of experiments (including evaluation ones). RIS mit IALL 2013 Website Award ausgezeichnet

Das österreichische Rechtsinformation des Bundes (RIS) wurde mit dem Website Award der International Association of Law Libraries ausgezeichnet. Begründung: "RIS is an excellent open-access official government website managed by the Austrian Federal Chancellery that provides comprehensive access not only to national laws, but also to European community law, and the judicature of high courts, commissions and tribunals". Die Jury bestand aus Ligita Gjortlere (Riga Graduate School of Law), Teresa Miguel-Stearns (Yale Law School), Mirela Roznovschi (New York University School of Law) und Ivo Vogel (Staatsbibliothek zu Berlin).

Social media use

Neuerscheinung:
John T. Snead: "Social media use in the U.S. Executive branch". In: Government Information Quarterly 30 (2013) 1, S. 56 – 63: "This exploratory study examines Executive agency use of social media and public participation with the media. Findings indicate that most agencies reviewed do use social media. The public does interact with the media and some agencies experience high overall participation levels; however, there are some issues with agency use of social media and public participation with the media".

Projekt "1000 bus stops" - Eure Photos gesucht

Für den Mobilitätslehrgang, den ich bei der Umweltberatung besuche, muss ich ein kleines Abschlussprojekt machen. Da ich im Gegensatz zu vielen meiner KurskollegInnen keine Umweltgemeinderätin bin, kann ich weniger ein konkretes Projekt für eine Gemeinde umsetzen, sondern eher etwas im Bereich Bewusstseinsbildung machen. Ich hab mir nun das Projekt "1000 bus stops" einfallen lassen - eine Sammlung von Photos, auf denen Bushaltestellen zu sehen sind. Mich hat dazu ein Vortrag beim Lehrgang inspiriert, der das bequeme Auto vor der Haustür einer heruntergekommenen Bushaltestelle mit zerfetztem Fahrplan gegenüberstellte. Dann hab ich in meiner Umgebung genauer geschaut und gesehen, dass manche Bushaltestellen wirklich in erbärmlichem Zustand sind. Ziel der Aktion ist, gute und schlechte Beispiele zu sammeln, um für Gemeinden Anregungen zu liefern, wie man es (nicht) macht und was sich Fahrgäste eigentlich wünschen.

Beispiele: Sitzbank, Windschutz, Dach, verständlicher Busfahrplan, Mistkübel...

Planarchiv der Stadtvermessung

"Die Stadtvermessung Wien (MA 41) verfügt über ein umfangreiches Archiv von technischen und rechtlichen Plänen, die in Zusammenhang mit städtischen Bauvorhaben beziehungsweise in Verbindung mit Grenzvermessungen oder Grundstückstransaktionen der Stadt Wien erstellt wurden. Mit Ende des Zweiten Weltkrieges wurde mit der systematischen Sammlung aller Lage-, Höhenpläne und Teilungspläne, die die Bauvorhaben der Stadt Wien beziehungsweise ihre Grundstücke betreffen, begonnen. So liegen heute weit über 70.000 Pläne zur Einsicht bereit und bieten somit ein Service, das vor allem der Stadt Wien selbst zu Gute kommt". Die Pläne werden auf Folie, Papier, Mikrofilm bzw. digital aufbewahrt. Das Planarchiv ist Dienstag und Donnerstag von 8 bis 12 Uhr bzw. nach Voranmeldung geöffnet.

Übrigens: Auch die Wiener Baupolizei führt ein Planarchiv mit bewilligten Bauplänen und statischen Unterlagen für 160.000 Gebäude. Hier können EigentümerInnen, Hausverwaltungen oder Ermächtigte gegen Entrichtung einer Verwaltungsabgabe von fünfzehn Euro Einsicht nehmen - inkludiert sind dabei Schwarzweiß-Kopien von fünf A3-Bögen. Die Pläne können für Ausstellungszwecke entliehen werden.

Wien Umweltgut

Das digitale kommentierte Kartenverzeichnis Wien Umweltgut der Wiener Umweltschutzabteilung (MA 22), das den Online-Zugang zu umweltrelevanten Informationen ermöglicht, steht für Sachverständige, Behörden, PlanerInnen sowie BürgerInnen zur Verfügung. Siehe www.wien.gv.at/umweltschutz/umweltgut/index.html. Es ist in folgende Bereiche gegliedert:

Naturschutz: Detailinformationen und Karten zu Europa-Schutzgebieten - Natura 2000, Nationalpark Donauauen, geschützten Landschaftsteilen, geschützten Biotopen, ökologischen Entwicklungsflächen, Naturdenkmälern, Naturschutz- und Landschaftsschutzgebieten, Ramsar-Gebiet und Biosphärenpark Wienerwald (Wiener Teil).

ÖkoBusinessPlan: Übersicht der Betriebe aus Gastronomie und Beherbergung, die mit dem Umweltzeichen Tourismus ausgezeichnet wurden.

Lebensraum Tiere und Pflanzen: Karten und Informationen über seltene Tier- und Pflanzenarten sowie naturnahe Lebensräume in Wien. Das Netzwerk Natur hat eine dauerhafte Erhaltung der Lebensvielfalt in Wien zum Ziel.

Wiener Luftmessnetz: Lage und weiterführende Informationen zu den Wiener Luftmessstellen. Es wird die Luftqualität in dichtbesiedelten Stadtteilen, im Stadtrandbereich sowie im Grüngürtel von Wien überwacht.

Neue UFO-Akten bei National Archives

"Have you ever had a close encounter or seen bright, unexplained lights in the skies above the UK? If so, you're not alone. There were more than 800 sightings reported to the Ministry of Defence (MoD) between January 1993 and August 1996, as revealed in files released today", schreiben die National Archives in ihrem Newsletter vom August. Es wurde sogar eine eigene Seite ufos.nationalarchives.gov.uk eingerichtet.

Stadtplan mit hochauflösenden Orthofotos

wien.at meldet: "Seit Anfang Juli sind im Stadtplan (Betaversion) auf wien.at hochauflösende Orthofotos der MA 41 (Stadtvermessung) integriert. Das gesamte bebaute Stadtgebiet wird von Luftbildern mit einer Bodenauflösung von 15 Zentimeter abgedeckt. Die Orthofotos stammen aus Luftbildbefliegungen von 2007 und 2008 und werden mit Jahresende durch den Bildflug 2009 ersetzt".

Daten aus National Archives verschwunden

"Geheime Daten aus US-Nationalarchiv verschwunden. Festplatte mit Sozialversicherungsnummern und interne Vorschriften des Geheimdienstes aus Regierungszeit von Bill Clinton vermisst" im Standard vom 20. Mai 2009.

CIA gewährt nur "halben" Zugang

Secrecy News meldet, dass die CIA ihre "CREST"-Datenbank mit freigegebenen Dokumenten nicht online zugänglich machen will und zitiert aus dem Artikel "Inside the CIA's (Sort of) Secret Document Stash" von Bruce Falconer, der am 3. April im Mother Jones magazine" erschienen ist: "In a quiet, fluorescently lit room in the National Archives' auxiliary campus in suburban College Park, Maryland, 10 miles outside of Washington, are four computer terminals, each providing instant access to the more than 10 million pages of documents the CIA has declassified since 1995. There's only one problem: these are the only publicly available computers in the world that do so. (...) Among the CIA's concerns, says a National Archives librarian who oversees CREST, is that an online database would undermine the agency's ability to protect the information from hackers and others who might wish to alter its contents". - Secrecy News kommentiert: "By refusing to place the CREST database online (or to release it to others who will do so), the CIA is undermining the 'effective utilization' of this existing agency database".

Auf der Website der National Archives liest man zu CREST folgendes: "CIA Records Search Tool (CREST) is the name of the CIA database of declassified intelligence documents. The database, searchable by title, data, and text content, includes Directorate of Operations reports on the role of intelligence in the post WW-II period; material on the creation, organization, and role of the CIA within the U.S. Government; a collection of foreign scientific articles, ground photographs and associated reference materials; and the CIA's first release of motion picture film. This database is available in the Archives II Library (Room 3000)".

Auf www.wildmedia.at findet sich WILD.MEDIA, ein "Paket aus Richtlinien, Tarifen und Angeboten der Österreichischen Bundesforste zur kurz-, mittel- und/oder langfristigen Nutzung von Flächen und Objekten für die Werbe-, Kommunikations-, Film-, Multimedia- und veranstaltende Wirtschaft". Diese Richtlinien sollen die "nachhaltige und sensible Nutzung der Natur" sicherstellen.

Norm kein Wirtschaftsgut

Habe gerade wieder in meiner Diplomarbeit geschmökert und dabei folgendes Zitat von Jörg Berkemann wiedergefunden, das mir immer noch gut gefällt: "Nein, per se ist die Norm als Gesetzesbefehl kein Wirtschaftsgut. Wir machen sie erst durch den Verkauf der Information über den Bestand einer Norm dazu. Als Mose die Zehn Gebote in der Stiftshütte des Herrn verwahrte, nahm er auch keinen Eintritt. Behördeninfo für die Hausfrau

Eine Auswahlbibliographie von "Publications Disseminated by the U. S. Government During the Early 20th Century for the American Housewife" hat Antoinette W. Satterfield, Government Resources Librarian in der Bibliothek der Kansas State University, 2005 für ihre Master Thesis an der School of Information and Library Science zusammengestellt: "This selective, annotated bibliography compiles documents made available by the U.S. Government to housewives during the first four decades of the 20th Century. Many of the publications aided the housewives in growing, preserving, and serving food to their families in the most nutritious and cost-effective manner. Other documents helped them in making important larger purchasing decisions, such as how to decide which winter coats or blankets to buy, all the while considering their family budget".

Federal information about "black" colleges

Die Master Thesis "Selective United States Federal Information on Historically Black Colleges and Universities: An Annotated Bibliography" von Leigh A. Jones, verfasst 2006 an der School of Information and Library Science der University of North Carolina at Chapel Hill, ist online abzurufen.

Abstract: "The purpose of this bibliography is to serve researchers who are interested in finding information on Historically Black Colleges and Universities that is published by the United States federal government. The information that can be found by the use of this bibliography is intended to be broad in nature. Some of the information that is provided places a focus on the history of those institutions and the current needs of those schools. Other citations provided lead to information concerning the research that is taking place at those colleges and universities. Finally, information on federally funded programs that are geared towards increasing minority involvement in certain fields, professions and research are also included.
